ICARE was established on April 2005 in Yerevan, Armenia on the basis of a cooperative agreement between the U. S. Department of Agriculture Foreign Agricultural Service and Texas A&M University to administer the Agribusiness Teaching Center (ATC) operating within the Armenian State Agrarian University since 2000, as well as the Career Placement and Counseling Center, the Agribusiness Research Group, the ICARE Outreach Activities, and the Reform of Higher Agricultural Education in Armenia project.
