TITLE: Local Financial Director for Lori Water & Sewerage CJSC TERM: Full time START DATE/TIME: Immediately OPENING DATE: 24 February 2011 DEADLINE: 4 March 2011 _______________________________ Under the overall supervision of the IFD and at direction of the IGD, the Local Financial Director will be responsible for implemention of financial activities and supervision. The position is subject to probationary period of 3 months. _______________________________ Main Job Tasks and Responsibilities •Internal control on financial activities, business evaluation, •Provide strategic financial input to decisions-making for all program areas, •Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and controls over company’s resources and operations, •Responsible for financial affairs and financial implications on organizational matters and operational procedures, •Develop the financial sector strategy of the project, and ensures its implementation via applying international standards and experience, •Create and implement financial policies and procedures, •Develop business plan, managerial calculations and negotiate with banks, •Provide financial plans, forecasts and budgets accurately to external stockholders, •Maintain financial processes and documentation, •Manage generation of financial statements according to local and international standards, •Act and conduct in the manner prescribed by company’s policies and procedures, •Preparation of monthly financial statements and interpretation of reporting periods financial and commercial performance, •Control Program accounting books and records. Develop internal financial procedures/ policies and reporting to the IFD, •Preparation of short-term and long term financial projections and business plan for the utility in close coordination with other functions namely, technical, commercial, human resources and general administration, •Liaison with Armenian government ministries and department and Public Service Regulatory Commission, filing up timely statutory reporting and providing information as an when requested, •Develop financial reports to be submitted to the MC and other reports defined by the Armenian legislation to be submitted to the relevant authorities of the Republic of Armenia, •Maintain close collaboration with the Implementing Entities, Ministry of Finance and Economy, State Tax Service, State Customs Committee, State Committee of Water System, Central Bank, KfW bank and other relevant state and international agencies, •Manage and guide the finance and accounting team to create information based management culture, •Provide direction, oversee and work with Accounting department, •Supervise and develop all finance staff, •Perform other tasks and responsibilities as requested by the IFD. Education and Experience •Master’s degree or equivalent in Financial Management, Economics, Business Administration, Accounting or a related field, •At least 7 years of work experience in financial management or budgeting (work experience with the KfW Bank or other international financial institution or foreign assistance organization is an asset), •Experience in annual and periodic financial statement preparation and interpretation, •Corporate experience in senior or mid level accounting and finance function •Experience of organizing independent audit as an auditor, •Experience in financial projection, short term and long term business planning •Understanding of Armenian corporate reporting requirements, •Experience in International Financial Reporting Standards (IFRS), •Responsible and flexible attitude and capability to work with minimal supervision, •Experience of public sector utility finance and accounting would be an added advantage, •Experience in finance planning accounting, financial reporting and management system, •Ability to work with multidisciplinary teams and institutions and under pressure if needed, •Experience working with databases, •Good written and verbal communication skills in Armenian, Russian and English languages, •Computer literacy, proficiency in MS Office, particularly Excel, and accounting software. ________________________________ APPLICATION PROCEDURES Interested candidates are kindly asked to email their CV and a cover letter to: [email protected]
